The presence of openly displayed black badge officers on Discovery lends toward the "Intelligence" theory, since regular Starfleet aren't supposed to know about them. If the black badge is indeed Section 31, there's a problem. Wouldn't someone just notice that "regular" intelligence officers don't have black badges and blow their cover?

What we have now seen is that Section 31 do use both of these approaches. So to finish, I do believe it is reasonable to assume that Ash has not seen a Section 31 badge before the events of Point of Light.
