The mother of a Twin Cities teenager allegedly murdered by his father plans to speak outside the Governor's Mansion in St. Paul, Minnesota, Friday afternoon.

Prosecutors have formally filed second-degree murder charges against the father of Jordan “Manny” Collins, Jr.

According to the criminal complaint filed on Wednesday, preliminary autopsy findings showed there was "evidence of decapitation by knife" and classified his death as a homicide.
