Update (Jan. 21): The flying-type Rookidee and evolutions Corvisquire and Corviknight are available as part of the “Steeled Resolve” event.

With Rookidee being tricky to source, at least on its debut, making use of Pinap Berries and and having an active flying-type Mega Evolution to give you extra Rookidee candy is highly recommended.
