For wheelchair users and other visitors who need to avoid stairs, there are lifts between floors. Wheelchair accessible toilets are available at the Stalls, as well as the Rotunda stage. We walked each night back to our hotel and had no challenges at all. Stockholm was very safe for us. My bigger concern for you is the walk from where the cruise ships dock to the Opera can be lengthy. It would be a lovely walk but could take 30-40 minutes. Consider MyTaxi or Uber.
