The shops downtown probably close between 8-9pm, and there are a couple of restuarant/bars that stay open later, like Millstone Pizza. So there are people milling around downtown past dark. The fountain & park are a public space without an 'entrance' so not sure that a curfew could be enforced. I'm not sure how long the fountain is 'active' into the evening hours, though there are lights so it can be viewed past dark.
